Jim Bobeck, Esq.

Chief Executive Officer

Jim Bobeck leads FHAS as Chief Executive Officer, driving growth and innovation across the commercial, healthcare, and government sectors. With a strong background in law and business strategy, he positions FHAS as a trusted partner delivering cost-effective, compliant, and high-quality services to clients and the communities they serve. Recognized as a national expert in medical claims review, Jim has been cited in leading journals and invited to brief members of Congress on critical healthcare issues. 

Before joining FHAS, Jim practiced law with a focus on healthcare, administrative law, and civil litigation. His deep expertise in government contracting and regulatory matters uniquely equips him to guide FHAS in navigating complex industry challenges and seizing new opportunities. 

Jim graduated Magna Cum Laude from Villanova University and earned his Juris Doctor from Boston College Law School. He also completed executive education in Design Thinking and Management at Harvard Extension School. An active member of the American Health Lawyers Association (AHLA) and the National Association of Independent Review Organizations (NAIRO), Jim remains deeply engaged in advancing industry standards and best practices. 

Janice Bohan, MBA, CPC, COC

Chief Of Operations

Janice Bohan serves as Chief Operations Officer at FHAS, where she oversees enterprise-wide operations spanning multiple federal and state agencies, partnerships with commercial providers and health plans, the execution of over 200,000 medical and legal reviews annually. She leads a multidisciplinary team of physicians, attorneys, and related medical professionals, ensuring 100% timeliness and client satisfaction across all services. 

Under Janice’s leadership, FHAS manages over seven federal medical review contracts totaling more than one million independent medical reviews, while maintaining a 100% client retention rate since inception. She has driven measurable performance gains through efficiency initiatives and innovative productivity models that increased operating revenue by 30%. Known for blending executive precision with a collaborative, people-centered approach, she fosters both organizational growth and team development. 

Janice is a Certified Professional Coder (CPC) through the American Academy of Professional Coders and a member of the National Contract Management Association (NCMA). She earned her degree from The Pennsylvania State University. 

Larry Steenvoorden, CPA, MBA

Chief Financial Officer

Larry Steenvoorden serves as Chief Financial Officer, bringing extensive U.S. and international experience across healthcare, manufacturing, energy, and industrial sectors. He has successfully led multi-cultural teams and complex organizations in both private equity and public company environments, driving operational excellence and finance transformations that fuel sustainable  business growth. 

An expert in mergers and acquisitions, Larry has guided transactions from strategy through integration, while his deep technical expertise ensures strong internal controls and compliance. He is highly proficient in US GAAP, International Financial Reporting Standards, public company SEC reporting, investor relations, and capital markets, strengthening FHAS’s financial transparency and credibility. 

At FHAS, Larry oversees all financial operations, including budgeting, forecasting, reporting & cash management, in addition to leading Information Technology and Human Resources. As a key member of the executive team, he plays a crucial role in strategic decision-making, aligning financial practices with organizational goals and driving both top– and bottom-line results through cross-functional collaboration. 

Passionate about talent development, Larry has built and mentored high-performing finance teams throughout his career. His ability to communicate effectively across all organizational levels, including with Boards and Audit Committees, reinforces his reputation as a trusted financial leader. 

Larry earned his undergraduate degree in Accounting from the University of Delaware, an Masters in Business Administration (MBA) from Rider University, and is a Certified Public Accountant (CPA), underscoring his blend of technical expertise and strategic vision. 

Kevin Dunlap

Chief Technology Officer

Kevin Dunlap serves as Chief Technology Officer of FHAS, bringing more than 30 years of experience in the IT industry. From the early days of personal computing to today’s advancements in cloud technologies and artificial intelligence, Kevin has continually harnessed emerging innovations to design and implement transformative solutions. His expertise spans software development, large-scale data systems, infrastructure management, and enterprise architecture—bridging technical excellence with business strategy. 

A proven technology leader, Kevin has a strong track record of building and inspiring high-performing teams in fast-paced, complex environments. He fosters a culture of collaboration, innovation, and continuous learning, enabling teams to consistently deliver exceptional results. Through his strategic vision and hands-on leadership, Kevin has driven organizational growth and positioned enterprises to thrive in rapidly evolving digital landscapes. 

Colleen Rooney

Chief Growth Officer

Colleen Rooney brings more than 20 years of experience as a healthcare and technology transformation leader, helping federal and state governments, health plans, and payers meet the evolving needs of their members and beneficiaries. She joined FHAS in April 2025 as Chief Growth Officer, where she is responsible for driving organic growth strategies that strengthen the company’s competitive position, accelerate differentiated growth, and elevate brand recognition. In this role, she oversees business development, marketing, and strategic account management. 

Before joining FHAS, Colleen served as Senior Vice President of Public Sector Growth at Nomi Health. Her career also includes executive sales leadership roles with Maximus, Sedgwick, IBM Watson Health, and Cognosante, where she developed deep expertise working with federal health agencies, state health and human services, Medicaid programs, public employer health plans, and managed care organizations. 

Colleen holds a Master of Health Services Administration (MHSA) with dual concentrations in Health Care Services Management and Management Science from The George Washington University, and a bachelor’s degree from the University of Virginia. She also completed AHIP’s Executive Leadership Program (ELP) in partnership with the Kellogg School of Management at Northwestern University.
