In an ever changing business landscape, Jim catalyzes new business development initiatives for FHAS in the commercial, healthcare, and government sectors.

Prior to working at FHAS, Jim worked as an attorney focusing in healthcare, administrative law, and civil litigation. Mr. Bobeck has extensive experience in healthcare, administrative law, and government contracting, and he ensures comprehensive and cost-effective services for FHAS’s clients and their constituents.

He graduated Magna Cum Laude from Villanova University, earned a Juris Doctorate from Boston College Law School, and has received certificates from the Harvard Extension school in Design Thinking and Management. He maintains membership in numerous professional organizations including the American Health Lawyers Association (AHLA) and National Association of Independent Review Organizations

Janice Bohan is responsible for the operations of FHAS’s enterprise, which includes contracts with multiple federal and state agencies, partnerships with commercial providers and health plans, the performance of over 200,000 medical and legal reviews annually, a robust team of physicians, attorneys, and related medical professionals, and maintaining 100% timeliness on all services.

As Chief Operations Officer, she oversees and directs the daily organizational operations, successfully managing over seven federal medical review contracts encompassing over one million total independent medical reviews. She is also responsible for the measurement and effectiveness of all internal and external processes. Under Ms. Bohan’s leadership, FHAS maintains a 100% retention of all clients commencing services with FHAS. Coupling executive precision with a deft personal touch with staff, Ms. Bohan has developed efficiency programs and innovative personal productivity models that produced a 30% improvement in operating revenue.

In addition to her operational accomplishments, Ms. Bohan maintains a Certified Professional Coder (CPC) designation from the American Academy of Professional Coders. She is also a member of National Contract Management Association (NCMA). She is a graduate of The Pennsylvania State University.

Larry Steenvoorden joins FHAS as Chief Financial Officer, bringing vast experience in both US and international markets. With expertise in healthcare, manufacturing, energy, and industrial sectors, Larry has led multi-cultural teams and complex organizations in Private Equity and public companies. His career highlights include driving operational excellence and finance team transformations that have significantly impacted business growth.

Larry excels in leading Mergers & Acquisitions from strategy through integration and along with his technical accounting proficiency ensures robust internal controls and compliance. He is well-versed in US GAAP, International Financial Reporting Standards, public company SEC reporting, investor relations, and capital markets, enhancing FHAS’s financial integrity and transparency.
In his role as CFO, Larry oversees all financial operations, including budgeting, forecasting, reporting & cash management, in addition to the Information Technology and Human Resources functions. He plays a crucial role in strategic decision-making and ensures financial practices align with FHAS’s goals, driving top and bottom-line improvements through cross-functional collaboration.

Committed to talent development, Larry has a proven track record of building high-performance finance teams. His strong interpersonal skills enable effective communication at all organizational levels, including Board and Audit Committee interactions.

Larry completed his undergraduate studies in Accounting at the University of Delaware, has a Masters in Business Administration (MBA) from Rider University and is a Certified Public Accountant (CPA), reflecting his dedication to both technical and strategic excellence in financial management.

Keith J. Saunders, Esq. is the Founder & CEO Emeritus of FHAS, a leading provider of medical review analytics and support services to the government and commercial sectors. Weaving together over 30 years of experience working on behalf of health plans, providers, and government agencies, Mr. Saunders furnishes his clients with valued-based solutions that minimize administrative waste, maximize return on investment, and yield holistic results for all stakeholders. Throughout his 20+ year tenure leading FHAS, Mr. Saunders has built a reputation for developing innovative medical and administrative review business strategies, incubating new business models and executing concise operational processes, and building out technology-infused solutions for better data capture and analysis.

The former General Counsel to a Blue Cross Plan, a Health Maintenance Organization, and a Utilization Management Firm, Mr. Saunders was an Air Force Judge Advocate proudly serving in Operation Desert Shield/Desert Storm. Mr. Saunders attained his Bachelor’s Degree from Wilkes University in History and Economics and his Juris Doctorate from Duquesne University. He achieved multiple certificates from the Harvard Extension School in management best practices and Design Thinking.

A distinguished community member, Mr. Saunders has served as a volunteer firefighter, church trustee board member, pro bono lawyer for multiple non-profits, and is a long-time member of the American Health Lawyers Association (AHLA).
